Architects iN Design and Paulus Design Group completed Phase one for the Children's Museum of Virginia in December of 1994. This project involved converting 37,500 square foot of an existing 60,000 square foot Leggett's Department Store Building into the new museum. It was part of the downtown redevelopment process for the City of Portsmouth. Mayor Gloria O. Webb stated after the opening, "More than any other attraction, the Children's Museum has drawn people back to Portsmouth - and lured them back again and again. It's the biggest draw we've ever had...and the best single attraction to spur the revitalization of the once dilapidated downtown". During the first year of operation nearly 200,000 people visited the museum far out performing even the most generous early projections of 80,000 people.
